I replaced the fans on one of these GPUs with another set of EVGA fans though they do not match the original set that came with it. You can compare in the pictures. Functions normally.
All GPUs tested fully which includes functional fans and video output.
Some GPUs may show signs of wear including oxidation on the aluminum and/or small portions and/or rust on the cooler. This does not impact performance.
